CEF facilities are secured for the use of non profit educational programs, which benefit low income families, and families at risk.
CEF’s acquisition and maintenance of facilities directly supports educational programs serving low income families and families at risk in Butte County, and indirectly supports the wages of dedicated early education program staff, wages which are inherently low considering the rigorous training and education required by the State, quality of work, time demands, and dedication to childhood education.
Since 1987 CEF has leased its Elm Street facility to 4C’s programs. CEF provides and maintains this facility while offering price-stable long-term leasing, which at present cost is less than half of market value for similar facilities.
CEF additionally secures interim funding through Deed of Trust for the 4C’s Center. This funding most importantly provides this broader segment of non profit educational programs temporary, seamless support for payment of staff wages.
When State budgets are late and State financial support for non profit educational program operating is delayed, CEF extends expectation of lease payments for the Elm Street facility lessee, providing a significant grace period interest free
CEF seeks funding and projects to expand education facility with expanded early child care placements made available to families in need.
